"Ce n° des Cahiers est la chronique d'une formation qui s'est déroulée dans une prison bruxelloise. Six associations actives en matière de toxicomanie et travaillant dans le domaine de l'aide, des soins et de la prévention se sont regroupées autour d'une prison. Chacune d'entre nous présente sa façon de travailler, les collaborations possibles à l'intérieur et à l'extérieur de ses murs. Elles nous font part également des questions et des réflexions que cela soulève chez elles. Des surveillants nous donnent aussi leur point de vue de professionnels d'une telle formation." |

"Over the last two decades, Ireland has emerged as a paradigmatic case of partnership governance. Underpinned by state-facilitated national agreements that sought to maximize economic and social development, ‘partnership’ was also held to include the development of progressive social policies. The ‘community and voluntary sector’ has been both the site and purported vehicle for these progressive policies. In this context, community development emerged as a discourse of social action that was both popular with what Donnelly-Cox and Jaffro (1999) have in the Irish context called ‘second generation community development’, i.e. the emergence of self-activated local community groups informed by a social justice ethos, and to the Irish state as a route to social inclusion for an array of marginalized social groups. Since the early 1990s, these groups have been the recipients of significantly increased state funding. This resource has had a dramatic effect on the structure and nature of community development. In this paper, we outline and assess the model of community development that has emerged in Ireland during this period. Based on empirical data arising from a nationwide survey of community workers, we profile the extent of state funding; the consequent employment profile of community development workers and the impact on volunteerism; and the nature and consequence of community development’s emerging relationship with the Irish state." |

"The concepts of ‘partnership’ and ‘collaboration’ have become amongst the most critical themes of ‘new’ Labour’s social policy, particularly in respect of the delivery of health and social care. Although the terms are rarely precisely defined and hence have become problematic to analyse, in most understandings successful partnerships rely upon good systems of inter-professional collaboration. Through revisiting the extensive literature on the sociology of the professions, and the nature of inter-professional working, this paper will argue that effective collaborative working within health and social care is hard to achieve, particularly in the light of the vast differences in power and culture between various occupational groupings, and the inherently competitive nature of professions jostling for territory in the same areas of activity. It suggests that these issues cannot be resolved unless they are properly understood; a rhetorical appeal to the unmitigated benefits of ‘partnership’ alone will not produce more effective joint working. In addition, it notes that an appropriate role for social work in the context of partnership working has yet to be defined and proposes specific tasks and values that distinguish the social worker from other related professionals." |
