"Although communities are a recurring theme in poverty research and an essential component in anti-poverty strategies, the conceptualization of the link between communities and anti-poverty strategies has not been adequately addressed. The article argues that this inadequacy reflects the complexity of the construct. The difficulty in elaborating a more adequate conceptualization of the link between the ‘community’ concept and the ‘anti-poverty strategy’ construct derives from the discursive nature of the concepts of ‘poverty’ and ‘community’. The discursive nature of the term ‘community’ is mirrored in the ways in which the term is subject to multiple definitions, framed according different representations, affected by changing discourse, and interpreted by competing professional traditions of community practice. In addition to this complexity, the discursive character of the ‘poverty’ concept, which is manifested in the lack of consensus surrounding the goals of anti-poverty strategies and the contentious ideological nature of poverty theories, make the task of reaching a common conceptualization of ‘community anti-poverty strategy’ extremely difficult." |

"While anti-oppressive social work has become a central focus in theoretical social work discussions, the impact of its principles in the field is still marginal, especially in public social services. The few studies documenting the implementation of anti-oppressive practices in service organisations have typically focused on non-governmental agencies or grass-roots community organisations. The influence of anti-oppressive discourse on the public social services is virtually unknown. This article describes a case study of a long-term, comprehensive change process that aimed to develop a new service based on critical anti-oppressive principles in the public social services. Using quantitative and qualitative data from extensive evaluation studies carried out during different stages of the change process, the article reveals the complexity of introducing anti-oppressive social work principles within the public welfare system. Findings and conclusions, far from categorical, call for a theoretical and practical debate on the role of these principles at the hard core of social work practice: the public services." |

"The purpose of this paper is to critically analyse ‘cultural competence’ as a theoretical construct and re-conceptualise it within the framework of Emanuel Levinas' theory of ‘Other’. Drawing on the work of the French philosopher (1905–95), this article discusses dominant mainstream conceptions of cultural competence through an examination of the complexity inherent in the intersection and relationship between the two value-laden concepts of ‘cultural competence’ and ‘Other’. The paper provides a theoretical overview of the concept, presents Levinas' conceptualisation of the ‘Other’, examines epistemological and ethical stances with regard to ‘Self’ and ‘Other’, and discusses the theoretical and practical implications for the social work profession." |
