"The study examined the predictive validity of the Youth Level of Service?Case Management Inventory (YLS?CMI), using data from 1,138 tests conducted over two years in the social work department of a large urban local authority in Scotland. The study was the first large-scale examination of the use of the YLS?CMI in Scotland. Receiver Operating Characteristics and Survival analyses found the YLS?CMI to be a significant predictor of general and serious violent recidivism among young people aged under eighteen, and for males and females. The YLS?CMI did not predict recidivism among young people aged over eighteen. The use of the professional override reduced the predictive power of the YLS?CMI across all groups in the sample. The findings indicate that the YLS?CMI has population validity in Scotland and remains significantly accurate under typical social work practice conditions, but further research is required as to how and when social work practitioners should use the professional override facility." |

"This paper is based upon the findings of a qualitative study of how child protection social workers and social work managers analyse referrals. The study involved interviews with eighteen participants based on four vignettes of children potentially at risk of emotional, physical or sexual abuse or neglect. Three themes in particular are discussed?the balancing of risk, protective and resilience factors; the use of family history and the child's wider circumstances; and ?known? and ?unknown? unknowns (?missing information?). These findings are considered in relation to the potential use of actuarial risk assessment tools or Structured Decisions Making tools in child protection social work. The first of two conclusions is that when given adequate space and time the participants tended to be to be reflective and analytical, but that difficulties remained in their ability to analyse the referrals, in particular with the identification of protective or resilience factors and in the balancing of risk and protective or resilience factors in relation to individual children. The second conclusion is that social workers and managers may benefit from assistance in identifying protective and resilience factors (and distinguishing between protective factors and resilience factors) in particular and this may offer a focus for the introduction of structured tools as a way to support current practice rather than to replace it." |

"This paper critically reflects on policy developments and debates in England in relation to child protection and safeguarding over the past twenty years. It argues that the period from the early 1990s to late 2008 saw policy change in significant ways. The state developed a much broader focus of concern about what constituted risk to children and what the role of professionals should be in relation to this; increasingly, the emphasis was upon ‘safeguarding’ rather than ‘child protection’. However, the period since late 2008 has not only seen the focus shift more centrally to child protection, but there has been a renewed official priority given to social work. These developments have been given an added impetus with the election of the Conservative/Liberal Democrat Coalition government in May 2010. The paper concludes by considering the current state and possible future directions for child protection and safeguarding in England and the role of social work in this." |

"The article focuses on the high volume of children reported missing to the police in relation to the potential risks posed. It draws on a two-year multi-method research project across one police force that covers four local authorities in England. Most children (93 per cent) were located within a day and often in hours or less. This more everyday aspect of the missing issue is highlighted as different from much research in the field which focuses on children missing for longer periods. Overall, this police force had nearly 10,000 missing persons reports in a one-year period, of which around three-quarters were reports on children. The research found that, although the proportion of children in care reported missing was high (44.9 per cent of incidents and 28.7 per cent of individuals), the great majority of individual children were reported missing from home. The capacity to respond and meaningfully ?risk assess? every case was hampered by the high volume of reports that were outside office hours; the lack of readily shared data about many children; as well as different conceptions of risk across police and social care services." |
