Using some key ideas from ethnography and narrative therapy, this article examines existing literature on silence in the lives of unaccompanied minors, and on how the choices they make about talking and not talking can hinder or facilitate resettlement. It then describes a small research study within which interviews were undertaken with local authority social workers to elicit their responses to unaccompanied minors in such circumstances. These revealed that practitioners understood the children’s silence in varied ways, and that they could be practically helpful, therapeutically minded and reliable companions, accompanying the young people towards resettlement, with or without knowing the detailed ‘truth’ about their past." It asks not how existing social work practice can be adjusted to prevent discrimination on the basis of sexuality, but rather how the practices of lesbian and gay carers can be drawn upon to expand the genealogical visions of state foster-care and adoption work. The author discusses the methods by which lesbian and gay carers have challenged heteronormative views of adult relationships, the idea of ‘natural’ parenting, conventional state child welfare models, the biogenetic basis of adult–child bonds, notions of the proper ‘family’, and the supposedly non-political nature of heterosexual kinship. Finally, the article asks how foster-care and adoption practice might learn from the new forms of intimacy, care and parenting developed by lesbians and gay men." This grounded theory study used 19 focus groups and nine semi-structured interviews (99 staff in total) to explore professional perspectives on this decision making. Focus group participants and interviewees comprised care managers, social workers, consultant geriatricians, general medical practitioners, community nurses, home care managers, occupational therapists and hospital discharge support staff. The emerging themes spanned context, clients, families and services. Decisions were often prompted by a crisis, hindering professionals seeking to make a measured assessment. Fear of burglary and assault, and the willingness and availability of family to help were major factors in decisions about living at home. Service availability in terms of public funding for community care, the availability of home care workers and workload pressures on primary care services influenced decision ‘thresholds’ regarding admission to institutional care. Assessment tools designed to assist decision making about the long-term care of older people need to take into account the critical aspects of individual fears and motivation, family support and the availability of publicly funded services as well as functional and medical needs." This will act as a vehicle to explore some of the inherent complexities involved. Assessment methods implemented on social work courses should be scrutinized in relation to their validity, reliability and feasibility. Drawing upon multi-professional literature, one such process of scrutiny is described, with the intention of contributing to current debates regarding communication skills within the wider arena of developing social work education. The case study presented outlines how one social work programme changed its method of assessing communication skills for social work students. It explores the processes involved in moving from an essay assignment to the use of video interviews, supplemented by a written reflective self-evaluation undertaken in relation to the interview process. The views of students are outlined via their responses to a questionnaire and the paper highlights key themes identified by a student focus group." Underpinned by state-facilitated national agreements that sought to maximize economic and social development, ‘partnership’ was also held to include the development of progressive social policies. The ‘community and voluntary sector’ has been both the site and purported vehicle for these progressive policies. In this context, community development emerged as a discourse of social action that was both popular with what Donnelly-Cox and Jaffro (1999) have in the Irish context called ‘second generation community development’, i.e. the emergence of self-activated local community groups informed by a social justice ethos, and to the Irish state as a route to social inclusion for an array of marginalized social groups. Since the early 1990s, these groups have been the recipients of significantly increased state funding. This resource has had a dramatic effect on the structure and nature of community development. In this paper, we outline and assess the model of community development that has emerged in Ireland during this period. Based on empirical data arising from a nationwide survey of community workers, we profile the extent of state funding; the consequent employment profile of community development workers and the impact on volunteerism; and the nature and consequence of community development’s emerging relationship with the Irish state."
