"The scope of protection from harm and abuse is rapidly expanding, and practice frameworks have tended to transfer and adapt child protection procedures for the protection of other groups. However there has been little in-depth analysis of the theoretical perspectives that underlie interventions within particular fields and almost nothing across areas such as significant harm to children, elder abuse and domestic violence. Scant attention has been paid to different time periods and national contexts. This paper, which draws on material presented and discussed during an Economic and Social Research Council (ESRC) seminar series, adopts a lifespan approach to understanding harm and abuse and explores how this can reveal insights for a more generic understanding and practice in protection services." |

"Despite the development of much positive work by to tackle domestic violence, frustrations are often voiced by social care and other professionals - and echoed in women's and children's experiences - that it can be difficult to ensure and sustain safe outcomes for women and children in circumstances of domestic violence. The article takes as its starting point these frustrations and difficulties, and provides an attempt at understanding some of the systemic problems practitioners may be facing that undermine the effectiveness of their practice. "This paper critically reflects on policy developments and debates in England in relation to child protection and safeguarding over the past twenty years. It argues that the period from the early 1990s to late 2008 saw policy change in significant ways. The state developed a much broader focus of concern about what constituted risk to children and what the role of professionals should be in relation to this; increasingly, the emphasis was upon ‘safeguarding’ rather than ‘child protection’. However, the period since late 2008 has not only seen the focus shift more centrally to child protection, but there has been a renewed official priority given to social work. These developments have been given an added impetus with the election of the Conservative/Liberal Democrat Coalition government in May 2010. The paper concludes by considering the current state and possible future directions for child protection and safeguarding in England and the role of social work in this." |

"The earliest steps in social protection were taken in Finland in the eighteenth and nineteenth centuries. This paper seeks to describe how social protection of the elderly has evolved in Finland, and to review the influence of historical developments on current policy. The paper traces two inter-connected themes in particular. "In this paper, I advocate for an orientation to social work practice that we might call ‘unsettled practice’ as a possible direction for moving beyond the separated discursive positions of critical and normative social work. Using the philosophy of Emmanuel Levinas, I make the case that unsettled practice requires us to regard social work as a practice of ethics defined by conscious and deliberate commitment to working in full view of the tensions and contradictions derived from social work's professional status and knowledge claims." |
